Those that the Gods wish to destroy, they first make mad.
I can't imagine that anyone would be silly enough to sign up to anything like this.
On second thoughts, thinking about what the Western World has achieved in the last decade, I might be wrong.

The entire green movement is all about the west scoring own goals.
The third world wants transfers, the developing world wants the west to stop developing and allow them to get going and the wests adversaries can't believe that the west will continue to tip trillions into zero or negative yield investments. The green movement is about destroying the west and the west is busy volunteering to join.
So far 3 trillion spent and energy prices up a lot.

The focus is on the surface molecules because the infrared does not get past the surface molecules it is all absorbed by them. The surface layer of water molecules is about 5 Angstrom thick, which is 50,000,000 times smaller than a millimeter thick layer of water so there is almost no absorption at all in the top layer of water at the surface. I do believe we are in agreement

In reality, even RealScience admits downwelling LW radiation cannot even have a detectable temperature change on the oceans. The argument is the waves pull the "heated" surface water and mix it. That's odd. I stir my hot chocolate to cool it off.

And yet my daughter sits through class in front of two students talking about doing the dirty after school, "fondling" each other (to put it nicely) and nothing happens. Something will happen come Monday.

Texas comes in with a D-
Overall I love living in Texas. But unfortunately the old school "Good Old Boys" network is alive and well and still yields power. There are some scandalous inbred hillbilly's in some of our more rural counties.

D- North Dakota. With that stated, scandal is the Lt Gov getting some on the side and an alcoholic as Tax Commissioner.

Magellan,
Your complaints seem to be based more on fiscal issues. But I think the primary focus of the investigation was corruption. Granted the way they are managing some public pensions borders on fraud. Certainly stupidity and yes maybe even corruption.
"The State Integrity Investigation used extensive research to grade the states based on the laws and systems they have in place to deter corruption."

Sigurdur,
The Saudi's are very dangerous folks. Due to our dependence on their oil in 2001 they were pretty much given a "free pass" But we all know where the majority of the perp's of 911 came from...

As the French, unfortunately, are finding out again tonight. We do not learn. ISIS is their unclaimed spawn.
