But it looks as though he’s made some mistakes in allowing potentially biased personnel decisions to distract from the investigation’s mandated nonpartisan mission. He needs to reassert himself and confirm that mistakes were made, that he is aware of them and that he is doing something to reassure the public that he is still in charge of his team. Only then will the public and others be able to decide whether his investigation should be redeemed. If a male actor was asked into a female executive's hotel suite and 'propositioned' by the female executive in a bathrobe would it be called sexual harassment? If not why not?

you know the answer already.
All these issues hinge around a simple test and that is. asymmetric power
I like the Swiss take on incest they don't recognize it. However if a father has sex with his Daughter he is deemed to have raped her.
Conversely if two relatives at the age of say 50 years sleep together it not an issue.
I like it because it focuses on the issue not some loaded but blind prejudice.
