But of course we have at least two papers showing that IR photons were released in phase changes from vapor to water to ice. Photons are energy within a light spectrum right? Or am I missing something?

The wavelength of some ir matches the vibrational frequency of water bonds, hence can absorb/emit ir.
I read this somewhere as i searched the net, it makes sense? But is need to find something written definitively...
