This has been the source of much discussion before especially on Tallbloke's Talk Shop - it gets even the lukewarmers into a tizz. Nevertheless, if one takes basic rules like Charles Law and Avogadro's hypothesis - it just happens to work out. The International Commission for Air Navigation (ICAN) developed a 'standard atmosphere' for use in aircraft operations. So they are not interested in politics but more concerned about aircraft separation from each other and from the ground. They just used the basic gas laws and guess what the temperature profiles for wet and dry lapse rates don't need CO2 in the mix at all. From the link: "As the greenhouse gases absorb the Earth’s heat radiation in the lower layers of troposphere, its energy transforms into the heat oscillations of the gas molecules. This, in turn, leads to expansion of the gas mixture " This is just a slightly less elegant restatement of Charles' Law with Avogadro's hypothesis
