Water has little to do with the "Greenhouse" effect. It IS the major gas in the troposphere that provides mass for temperature stabilization. It not only has mass, but it radiates freely.
Greenhouse means a "shell" or covering. Does the TOA behave like a transparent shell?

?? The claim is being made you can cool things by heating them. Andrew: The hotter the air the more effective an evaporative cooler is. The more you heat the water, the colder the air becomes. Another physics thing with water.

The guide got a cloth and soaked it in water, wrapped this around the ankle. Apparently the cooling effect was very noticeable, this was the heated water in the sun evaporating and reducing the skin temperature....??

Greenhouse effect:
1. SW radiation provides heat to the planet. 2. LW radiation distributes said heat. 3. To recognize heat, there has to be mass. 4. LW radiation does not heat water. This is important. Some seem to think it can. But for it to happen, there would have to be a new law in physics.

Other things being equal, the temp of the water won't increase or decrease the rate of evaporation.
