China per capita GDP is lower than Mexico's. The nation is not particularly wealthy, it's just big. Even Shanghai per capita GDP is barely $20k.

Only perhaps when they need hard cash or something of value to trade for imports of scarce, but required items such as food, does it really matter. I don't reckon the Chinese people appreciate hunger.
