I get it. The warmer it gets, the more it rains and snows. Down South this has caused the creation of more ice. We are all doomed of course because the models show that as soon as the ice reaches the equator the world will burst into flame and we will all die. Nice try, but the lead author for AR5's Impacts Working Group has already been picked. Ahhh, but how do you know I'm not that person? Here's the plan. The first thing AR5 needs to do is to get all the misinformation that is muddying the picture cleared up. People on the payroll of big oil and Satan have been spreading lies that there are two sets of rules for AGW. One for the northern hemisphere and one for the southern. This wild accusation is untrue. What those skeptical imbeciles fail to realize is the beauty and consistency of it all. Everyone knows that the southern hemisphere is upside down. One the smartest scientists ever, His Holiness the Honorable (Gag) Dr. Mann figured out that if you flip everything from down south upside down, it matches PERFECTLY! This explains every discrepancy to which the stupid skeptics cling! Ice in Florida? This was actually an area affected by a southern hemisphere anomaly that drifted over the equator. In the future our models show that ice will continue to expand in Antarctica while ice in the northern hemisphere will continue to melt. If ANYTHING occurs that is not consistent with this prediction occurs, it can be assumed that an AGW system from the other hemisphere has managed to cross the equator and the condition is only temporary, as long as it lasts. Our super accurate perfectly robust models indicate that soon all of the water in the world will be locked up in the Antarctic ice cap which will soon extend to the equator. This enormous increase in ice mass, driven by unrelenting heat will cause the orbit of the earth to fail and the planet will spiral into the sun. This will occur unless the United Nations is given emergency powers and the evil nations of the west are disbanded.

Your theory is close but not quite correct, my mocel shows that despite current thinking the Sth hemisphere is actually at the top. AGW will continue to cause ice build up to the equator as you say but rather than the Earth spinning out of control into the heart of the sun the planet will simply "flip over" or as known in climate parlance a "tipping point".
Now the Nth Hemisphere will on the top and the Arctic will gain ice whilst the Antarctic will lose it. This process will continue until until we reach a "tipping point" once again.
As you say only emergency powers allowed under UN auspices can suspend and then reverse this process

Several issues have been raised: is the arctic recently melting? If so, is this melting unusual. If unusual., over what time frame/how is it unusual? Among other basic questions.
