Kaku is no dope to be sure. He is one of Edward Teller's proteges. He is also a vocal proponent of AGW. Kaku was a staunch opponent of the Cassini Mission. Cassini is powered by Plutonium a substance with one of the longest half lives in the world. Cassini's orbit involved a fly-by of the earth. If there was a miss calculation that satellite could have burned up in the atmosphere spreading that Plutonium far and wide. Kaku termed the launch of Cassini as reckless.

Assuming the illustration is a photograph and not a graphic "concept" the cruciform figure almost certainly rules out a collision of any sort. My first thought was a kite. But I see no reason for a kite to have a tail.
