It is well known that they do this.

Ok here is the part of Nation's Deathbed that shows the police provocateurs. They are dressed as aggressive protesters carrying rocks. They try to start something and are spotted as police. The police provocateurs have to dive into the police line for safety. They are "arrested". Someone caught a picture of the boots and the police and "protesters" all have the same boots on. I recommend watching the whole movie.
