I wouldn't be concerned over that - military create contingency plans for all sorts of possibilities. There are usually departments in the defense departments of countries whose sole job is to write and keep updated contingency plans. Some are really off the wall and not what the defense departments would like to see published.

You really mean mission creep.
The problem with the military is they loose funding in times of peace or even relative peace so they look for bridging projects.
In reality it is not such a bad idea especially in a country such as NZ where outside of the elite SAS etc we are really a peace keeping force which is quite suitable for emergency roles. I just wish they would build that key capability rather than pretending that we could route the Russians.
