"With the level of world wide govt debts, I am not so sure that there will be a "teat" to suck. I think govts will do what they do best today, and that is just consume large amounts of money.

""Launched in 2011 as a result of that 2009 decision in Denmark, the Green Climate Fund (GCF) is designed to help developing countries curb “greenhouse gas” emissions and cope with occurrences blamed on climate change, such as rising sea levels." What it really meant by "curb" is more emissions for the developing world. More cars, more air conditioners (since the developing world is nearer the equator a fact of easier existence that led to less development now they want their "fair" share so it can be used for luxuries) somehow I am skeptical any committee can do this job any where near to fair. A great scam! Money to the 3rd world so they can spend it in China who wants both the money and the emissions. . . .and guess whose national debt they plan on piling it on?
