A government official involved in work to look after isolated returnees from Wuhan at a lodging facility near Tokyo was found dead on Saturday and police are investigating his death as a possible suicide.

Chinese New Year, is like Thanksgiving in the USA or Christmas in UK; families travel to get together for large family gatherings. If you wanted to get a virus spread over the entire USA you would release a long incubation period but infective virus into 'the wild' in a large town -- say Atlanta (smaller than Wuhan) just before Thanksgiving, in UK just before Christmas and in China - Lunar New Year.
I would think that the traffic was building as soon as people had an inkling that the towns would be blockaded.
