In English to fuse means to join together so it is reasonable to imagine that fusing water molecules means joining water molecules together to form ice.
However in fact fusion is used to describe how silver and tin are fused together by melting
If your car overheats the pistons fuse to the cylinders, and the crankshaft bearings fuse to the crankshaft.
So quite confusingly, fusion of water means melting of ice.
So latent heat of fusion is the amount of heat required to be added to ice to create water
