We have discussed the possibility on this site before that these could be earthquake lights "Earthquake lights occur before, during and after earthquakes. They are cool and quiet, colored white or blue or red. They are usually dim, but sometimes are brighter than moonlight. They take various forms: globes, bands, rays, sheets, clouds. They tend to rise from the ground. They have been reported at sea. They may flicker or shine steadily. They may be silent or accompanied by a crackling or bristling sound. Sometimes light boils from the ground like flames. They may be as brief as lightning or glow for several minutes. Earthquake lights have been seen weeks before or after earthquakes and hundreds of kilometers from the epicenter. Chinese Lanterns cast light on UFO claims ............. Hotel manager Stuart Willatt said the lanterns were about a metre wide and were a balloon with a wax wick at the bottom, which burns. I doubt these are earthquake lights as there has been no earthquakes around here, Although i dont think these would be E.T either

Have to admire the imagination that can matter-of-factly report circular objects with 14 or 15 lights around the edge & a flashing one in the centre when really it was a close-by, large glowing bag with a mostly invisibly light in the bottom of it. (had to be mostly invisible as it was a wick & if it wasn't facing upwards it would fail to fill the lantern with warm air & probably burn the fuel in a rush)

Oh, they were releasing FRADs....
A FRAD is a dry cleaner bag attached to a framework of 6 bendy straws with the short bits inserted into the long bits. This makes a hexagon.
You then take very thin gauge wire and run the wire from opposite corner to opposite corner so you've three strands across your framework. They should intersect in close proximity to each other. You then tape the mouth of your dry cleaner bag to the framework with some sort of scotch tape.
My family has had great luck taking two cotton balls and wiring them at the intersection of the wire cross braces and soaking them with lighter fluid.
To launch, you hold the bag up and away from the soaked cotton balls and light the balls. The hot air fills the bag, and, if you've constructed them appropriately, they gentley lift off and sail away. We had one go about 1.5 miles before.
With larger bags you can use more cotton balls and more fuel, usually resulting in a longer flight time.
Word of caution - best to do this in the winter when there's snow on the ground, as these things seem to have an almost magnetic attraction to trees and once they impact the tree, they tend to catch fire and burn, dropping bits of flaming plastic to the ground. Also, during the winter the ambient air temperatures are lower, making for a greater delta t and a greater density change.
