So this article effectively admits that the problem is contractual. The Wind generators need to be contractually required to supply power at a certain level. If their power drops below that for whatever reason then the wind generator company should pay for a contract with a CCGT power generator to support them during that down time. As that CCGT power station will be required to be able to replace the entire wind generation capacity, it begs the question why have wind generators in the first place?
