A conspiracy requires a plan. For example; SMEAC . Situation, Mission, Execution, Administration and logistics, Command and signals. If there is a conspiracy it is a very poorly thought out one. Gotcha covered there: IPCC AR4 SPM, Kyoto Agreement, RulesOfTheGame.pdf (ClimateGate files), Post-Normal Science, EPA vs. Massachusetts, etc., etc., etc. ;D Sorry, but I don't view any of those as "Plans". More akin to "wish lists", imho. Or legal/political maneuverings. Google SMEAC for some examples, most of which are of a military character, but some adapt it to business. I think you'll see the difference between a well thought out plan and what AR4, etc. is.

There is documentation and a preponderance of evidence. Many dots, start connecting a few and the rest falls into place.

I can not show you what is kept hidden amongst an elite few. There is documentation and a preponderance of evidence. Many dots, start connecting a few and the rest falls into place. Dot's are bits of intelligence (as is AR4, etc. ) that may be of questionable pedigree, and limited value. There is a protocol for evaluating and classifying intelligence that takes into account such things as the trustworthiness of the source, and is intended to minimize wild speculation. Dot's do not a plan make. To infer that they do is a grave mistake.

Dot's are bits of intelligence (as is AR4, etc. ) that may be of questionable pedigree, and limited value. Military Intelligence is tasked with evaluating what the opponent can do, not what the opponent will do. Connecting the dots is useful in this task. It is the commander's job to decide what the opponent is most likely to do, the action to be taken and to approve the plan. Sometimes the decision is right (Midway), sometimes wrong (Pas de Calais, WMD). The opponent is very seldom intentionally informed of the plan.
