I don't see this article as a a Prediction of anything. Merely a speculation attempting to connect solar activity with climate with food production. Granted there are those who will (panic ), but that seems to be the popular reaction to speculation these days.
As for food issues, that is a regular occurance as we've seen in the past several thousand years, so it's a safe bet famines will continue into the foreseeable future for many reasons regardless of solar activity.
An old Chinese saying: "When there is food on the table, there are many problems. When there is no food on the table there is only one problem."
