Sometimes it takes many days after the months end before the solar average indices are updated on solarham. I don't really know why. When I asked about it, it seems that the people that decide what the number is sometimes like to spend weeks deciding over 1 or 2 sunspecks. But I wonder if its just someone in the chain being lazy and not updating the average. Doesn't really make sense. It should all be computer automated from the photos of the sun to the computation and upload of the averages. Anyway, in times when the average isn't up, anyone can get a very good estimate from the data at www.swpc.noaa.gov/ftpdir/indices/old_indices/from this I get the october averages as F10.7 : 123.4 SSN : 73.5 So the f10.7 is pretty much unchanged from sept, while the SSN is down

The process is done at NOAA and they release it on a weekday, not a calendar date, so it may seem to differ but it really does not.
Yes, they do argue about a few sunspecks in order to get a consistent number each month.
