This is a result of the EU. The same can be seen in Germany. West Berlin in the 60's was pristine, but go there now and there is graffiti everywhere even in places like Unter den Linden. There are cheap 'Schnell Imbiss' wagons under the Brandenburg gate. The same can be found in every German city in many like Koln it is unsafe for women to be out on their own, especially at night. In Brussels where I used to work, a small area MollenBeek (Mill Stream) that was full of apartments and restaurants has become a ghetto of mainly illegal immigrants and is where the terrorists who attacked France were living. The EU is crumbling as you would expect by a system run by unelected self serving bureaucrats and out-to-grass failed politicians. To make up for it the EU has become more and more intolerant and totalitarian - as shown by the EU forces being used by Macron to put down his domestic riots. The equivalent of the Federal armed forces moving in to quell dissent in Oregon or California. It is getting very close to an EU collapse. Canada under Trudeau and some of the more extreme state governments is trying to go the same way, and of course the USA under Hillary would be leading the way to a Venezuelan dystopia. Settling tin foil hat on head. These issues and the sudden 'Migrant Charter' from the UN and the 'Green Fund' that was intended to hit now from the Paris Accord are not accidental coincidences. Lots of extremely rich people and some totalitarian states had/have ways of making more money and getting more control from collapsing states. This is why Trump is so unpopular. Now all the timing is out - even the 'Climate Change' threats are starting to be disregarded.

The report cites several recent lab studies seeking to encourage the Department of Energy, EPA and the California Air Resources Board to update data on emissions for corn and ethanol production."
It is certifiably insane for a group whose product depends on free CO2 in the atmosphere and which would grow far better with 10 times as much in the atmosphere, to talk of 'low carbon benefits'. One of their main crops had to evolve to a C4 plant to manage to survive at levels only around 150ppm lower than today's. Thank God for ants and termites that still produce far more CO2 than human industry.
