My Spanish isn't very good and since I've never found Missouriboy to be wrong, I'm accepting his interpretation that this tornado is in Argentina. Looking downward from above, tornadoes in the southern hemisphere normally (always?) spin clockwise. This tornado appears to be spinning counter-clockwise. That's why I said you don't see this very often.

I may have just been wrong. I surfed through the link and saw Puebla next to Buenos Aires. I rechecked the link and this may be Puebla Mexico. Doesn't really look like central Mexico though. Looks more like the Pampas.
Never seen a tornado like that. My first thought was that someone was computer animating.
